HI Jin,
Please confirm the below:
1. Have you patched the hostagent to latest version?
2. Have you configured the hostagent as described in the SUM guide. This is done using command
STARTUP confighostagent <SID>
Once you have done above, then you should be able to access the SL UI with url.
